साउन १७ । तराई मधेस राष्ट्रिय अभियानका संयोजक जयप्रकाशप्रसाद गुप्ताले आगामी संविधानसभाको निर्वाचनमा प्रभावकारी अनुगमन गर्न राष्ट्रसङ्घसमक्ष आग्रह गरेका छन् ।
गुप्ताद्वारा राष्ट्रसङ्घीय मानवअधिकारसम्बन्धी उच्चायोगको कार्यालय (ओएचसीआर)का उच्चायुक्तलाई सम्बोधन गरी पठाइएको पत्रमा उच्चायुक्तको कार्यालयबाट संविधानसभाको चुनाव पर्यवेक्षण गर्न र मानवअधिकारका विषयमा अनुगमन गर्न नेपालमा पुनः कार्यालय स्थापना गर्न अनुरोध गरिएको छ ।
पत्रमा नेपालको वर्तमान मानवअधिकारको अवस्था कमजोर रहेको र खासगरी तराई–मधेसमा गैरन्यायिक हत्या भएको तथा त्यस्ता हत्यालाई रोक्नेतर्फ नागरिक समाज र सरकारले पर्याप्त कार्य गर्न नसकेको जिकिर गरिएको छ ।

As the CA election scheduled for November 19, 2013 is nearing, more uncertainty and insecurity are growing among the people and political leaders. The recent security plan of the home ministry of Nepal (please see 31 July 2013 of the Nepali national daily newspapers and link below) for the CA election shows that the authorities are going to use excessive force to maintain election security.
The government has publicly announced that they have put me under surveillance which has caused insecurity and threat to me 1. This announcement has curtailed my fundamental rights to free movement and dignified life. The announcement of taking tough security measures in the Terai/Madhes may result in massive human rights violations. In this situation, there may be protests and confrontations against the “special security plan”. The government will try to suppress this. The security forces, which have a minimal representation of Madhesi people, have been oppressive and will be more towards Madhesi and other natives of Terai in this vulnerable condition. The role of the UN human rights at the time will be crucial to monitor the situation.
After the departure of OHCHR, the Madhesi Human Rights Defenders are at risk and will become more vulnerable at the time when protests will be carried out by Madhesi people. It is also true that the Madhesi HRDs will not be supported by so-called mainstream HRDs of Kathmandu as has been seen in relation to the issue of extrajudicial killings in Terai. The mainstream media and civil society organizations, which are dominated by the hill based ruling class, are ignoring the ‘excessive use of force by the police in the Terai’. For examples, the case of the extra-judicial execution of Shukhi Loniya 2 and the torture case of Prashanta Pandey 3 were not reported by the mainstream media and human rights organizations.
To response the above mentioned situation, it is important that the situation should be closely monitored by UN human rights body. The UN should start the process to resending its monitoring unit to Nepal to monitor the present human rights situation that could protect several lives. Just for your kind information, I was openly supported the extension of the mandate of the UN OHCHR Nepal office in 2011. Her Excellency, again I would like to reemphasize to fulfill vacuum of international monitoring in Nepal.
